The modern world needs experts. They are everywhere. The policy response to BSE has been to open up. But are we making the most of openness?

"Little is known about criminal attitudes towards the market in and use of illegal firearms and the relationship, if any, between gun crime, illegal drug markets, gangs and a supposed ‘gun culture’. This limits the development of policy, policing practice and an understanding of the impact of firearms legislation. 7 December 2006 - Home Office publish The Intermittent Custody Pilot: a descriptive study

"...evaluates the implementation and operation of Intermittent Custody (IC) - a new custodial sentencing option enacted by the current Criminal Justice Bill. IC denies offenders their liberty whilst still allowing them to work, to learn new skills and to maintain family or community ties ... examines offenders sentenced to IC since the pilots started running on 26 January 2004 ...Overall, IC was welcomed as a means of mitigating the often disproportionate impact of short custodial sentences for offenders with employment and childcare responsibilities. However, a shortage of offenders suitable for weekday IC implied that weekend custody was the only viable option." (Abstract)
