HM Revenue and Customs (HMRC) procurement seminar

On 19 March 2007, HM Revenue and Customs (HMRC) hosted a procurement seminar for contractors on their social and economic research frameworks. The aim of the seminar was to raise awareness about procurement procedures and recent developments in commissioning practices. It also provided an opportunity for contractors to meet social research team members.

The objectives of the day were to:

• Inform contractors about the strategic direction of social research within HMRC and the structure of the social research teams.
• Raise awareness of the spectrum of research commissioned by HMRC.
• Provide an overview of the main policy and operational areas of analytical focus and emerging social and economic research needs.
• Widen understanding of the standard procurement procedures and introduce developments in streamlined commissioning practices for projects with shorter timescales.
• Outline the governance arrangements and processes for tending organisations to ensure that the commissioning process can be as efficient as possible for both parties.

In light of feedback from contractors, HMRC is now reviewing certain aspects of the procurement process. For example, as the framework is now two years old HMRC will contact all contractors to ask for updated information on their organisation.

The event was well attended and HMRC received positive feedback from participants. One suggested that other government departments should consider holding a similar event.
