GSRU have worked in collaboration with the Office for Government Commerce (OGC) to develop guidance for government social researchers in the procurement of social research. It has been designed to clarify issues raised by social researchers as problematic or which have resulted in inconsistent practice across departments. In addition it clarifies EU Procurement Rules as they relate to the commissioning of social research. The guidance is not intended to be a comprehensive guide to the commissioning and managing of social research in government but is an agreed interpretation of the OGC and EU procurement guidance. Departments will continue to have internal procedures, practices and procurement experts that will assist and advise them on procurement issues.
The guidance has been split into two sections, a general summary of the EU and UK procurement rules, and a section of Q&As.
